Senior Project Control, Petronas, Plant Change for Downstream

Senior Project Control Engineer for PETRONAS Technical Services Sdn Bhd (PTSSB) focusing on downstream sector under Group Project Delivery (GPD) office. Responsible for the following activities:

  1. Engineering Phase
    •   Involve in various engineering phase, as engineering service provider to other OPU (PETRONAS Operating Unit) from :
      •   a) FEL 1 phase (Feasibility Study / Initiation);
      •   b) FEL 2 phase (DFS - Detailed Feasibility Study);
      •   c) FEL 3 phase (BED - Basis Engineering Study / FEED - Front End Engineering Design);
      •   d) DED - Detailed Engineering Design, and
      •   e) EPCC - Engineering Procurement Construction & Commisioning.
  2. Project Management
    •   Advise, recommend and assist Project Management team during project initiation, planning, execution, monitoring & control until close out.
  3. Planning & Scheduling
    •   Develop Schedule Basis Memorandum (including project scope and control estimate as basis)
    •   Develop Work Breakdown Structure (WBS) at control level
    •   Develop Organisational Breakdown Structure (OBS)
    •   Develop, monitor and control Project Execution Schedule (PES) – loaded with budget
    •   Monitor and control Critical Path activity
    •   Establish Progress Baseline and prepare re-baseline schedule, mitigation schedule.
    •   Update Progress S-Curve (depend on phases of the project)
    •   Develop Progress Measurement Format for discipline updates.
    •   Prepare and monitor PMT Manpower Plan & Resource Plan (equipments, heavy lifts, machineries etc.)
    •   Monitor the Key Milestone
    •   Prepare Project Progress Reports (Weekly, Bi-weekly and Monthly)
    •   Project Close-out Report (planning & scheduling section).
  4. Cost Engineering
    •   Prepare report and monitor actual manhours and incidental cost against budget.
    •   Prepare earn value analysis report.
    •   Provide input for scope change (variation order).
  5. Project Governance, Risk and Management activities.
    •   Involve in Project Risk Assessment (PRA).
    •   Involve in assessment of Schedule Risk Assessment (SRA) and Probability Analysis.
    •   Involve in Constructability Review and provide advice on planning & scheduling.
    •   Attend Weekly/Monthly meeting at home office or PETRONAS OPU. (Bintulu, Kertih or Kuantan)
  6. Proposal Support
    •   Prepare proposal schedule (Level 1 or Level 2) for any request for services
  7. Tendering Support
    •   Involve in Overall Contracting Strategy
    •   Develop overall schedule from current phase until commissioning for basis of ITB
    •   Prepare input for Planning, Control & Reporting section as part of exhibit in ITB
