Mr. Delaney has over 19 years experience consulting to the construction industry. He specializes in high level assessments and detailed evaluations of construction and engineering contract  claims a disputes.  He has extensive experience performing project delay and disruption analysis, forensic schedule analysis, claims management, and project oversight.  His experience encompasses a wide range of construction, government contract, and software development projects, large and small scale, and includes international project experience.  He has performed a variety of roles for clients including, contractor claims evaluations and assessments, schedule analysis and assessment of project delays, re-forecasts of project completion, contract administrative process evaluations, project risk assessments, change order evaluations, project status assessments and reporting, capital program/project audits, evaluations of project controls, and project delay expert witness services.

 

Mr. Delaney's international experience includes: assessment of impacts and delays to off-shore construction of refinery modules - Venezuela; evaluation of project impacts and quantification of delays to a network operation center - Egypt; evaluation of engineering and construction impacts and delay to two plastics processing plants - Spain;  evaluation of delays on a coal fired power plant - Indonesia;  claims management, change order assessments and delay analysis on a steel production facility - Brazil;  determined project status and projected completion of a nuclear plant refurbishment project - Canada.

 

Mr. Delaney has a degree in construction and prior to forming sf Delaney Consulting provided consulting services for The Barrington Consulting Group, Navigant Consulting Inc. and Deloitte Financial Advisory Services, in their respective construction dispute and advisory practice groups.
