Programme expert appointed on a ground improvement scheme in Sheppey, including the provision of new roads. Undertook the analysis and quantification of the delays on behalf of the contractor, and prepared a written report.

Analysis of planned and as-built programmes and delay events on a project extending Docklands Light Railway to accommodate three-car trains;

Independent programme expert appointed on behalf of the Employer in a dispute regarding the extension and refurbishment of a hotel in West London. Provided expert report for adjudication proceedings. Presented oral evidence and was cross examined by Richard Silver of Always Associates. Continuing to provide expert services in on-going multiple adjudication proceedings;

Expert Witness appointed on behalf of the Employer, in nearly 2 years of Adjudication proceedings. Andrew has undertaken a full delay analysis and written an expert report on the delays to an upgrade of a private airport and runway under an NEC Contract, and has provided expert witness services at several hearings, including giving oral evidence and being cross examined by counsel for the contractor. Cross examined by Mark Elliot of Schofield Lothian;

Programme expert appointed on behalf of the Employer in connection with a dispute regarding the construction of a new commercial office in the City of London. Provided expert report for adjudication proceedings;

Provided expert report/witness statement for arbitration proceedings.Assisted the expert witness in Amec - v- Secretary of State for Transport, in the analysis of delays on behalf of the Contractor in a dual carriageway at Iwade, in Kent. Andrew researched the documentation to establish the delaying events, and then established the programme impacts required to simulate the delaying events;

Undertook the programming and delay analysis on behalf of the Employer, to assist the Employer to defend a £70m claim on a West London shopping centre;

Carried out the planning analysis for the expert witness in CFW Architects (A Firm) –v– Cowlin Construction Limited. Attended the hearings in the Construction and Technology Court in 2006.  Produced the analysis on behalf of the named expert witness, and helped draft the expert report, Andrew’s analysis was preferred by the Court.

Senior planner for HBG Construction 1990 - 2005. During this period, he worked both on site on a full time basis, overseeing all the construction of operations on site first hand, coordinating the works, and at head office to work on tenders to secure work. Whilst on site, he was responsible for the production of detailed construction programmes, monitoring progress and forecasting the Completion Date, and the production Information Required Schedules, Tender schedules, and Document Register Systems. Duties also included producing extension of time claim document, delay analysis and assessing the impact of all variations and instructions on the programme, and using modelling techniques to demonstrate the effect of variations upon the critical path, such as the `time impact analysis'. Also dealt with the analysis of subcontractor claims for loss and expense, and for extensions of time.
