Hi,

who creates project team and defines the roles and responsibilities of the team? is it the Project Manager? in other meaning who develop RACI Matrix?

A responsibility assignment matrix (RAM), also known as RACI matrix /ˈreɪsiː/ or linear responsibility chart (LRC), describes the participation by various roles in completing tasks or deliverables for a project or business process. It is the duty of the project manager or person incharge.

everyone in a management position who is working on the project should know the project requirements, But the PM should know them inside and out.

Thanks Zoltan, but what i understand is the proejct manager only as he/she is the one who fully understands the project requirements.
