I put in some time researching the issue and found the answer.

Because of a bug in the code, the ability to import XLS to add new activities will fail with ERROR: control_updates_flag is null for TASK ActivityID: XXX. This is outlined in Bug 13842293 - CANNOT IMPORT XLS INTO P6 R8.2
