GUYS BEST WAY TO DO IS FILTER SCHEDULE VAIRANCE INDEX-LABOR UNIT LESS THAN ZERO. ITS AVAILABLE INSIDE COLUMN EARNED VALUE .
BY FILTERING SUPPOSE TO START BUT NOT STARTED, SUPPOSE TO FINISH BUT NOT FINISH WILL NOT GIVE STARTED BUT THE PROGRESS IS NOT UPTO THE MARK AND WILL FINISH LATE. ALSO VARIANCE OF BL DURATION WILL ONLY GIVE THOSE ACTIVITIES WHICH TOOK LONGER TO COMPLETE THEN THE PLANNED

Note that this filter will show activities with an extended duration.
It won't show activities that have started late but retained the same duration.
Instead of variance to duration, I prefer to use variance to finish date.
Also I prefer to set my baseline not to current project, but to a baseline project when checking schedule variance -either the contract baseline, or a copy of the project from previous update period.
Use Variance BL Project Duration to filter all delayed activities. (Column-> Durations-> Variance-BL Project Duration) Any below zero values are delay. You must assign Current Project as Project Baseline.

Bit of an old thread.
However. Can you have filter what was planned to start and didn't and what planned to finish and didn't - in the period on the same filter?
I used the examples below on two separate filters, but of course. If filters activiities that match 'both' -
How do I write the filter to have 'planned start' or 'planned finish'?
Where " BL Start" is "is lessthan" Value "DD"
and "Actual start is "equals" "blank" (Dont ype anything leave just blank
You will get the "activities planned to start but not started" same way you filter " Activiites planned to finish but not finished"
OR
To filter " Activiites planned to finish but not finished
Where " BL Project Finish " is "is lessthan" Value "DD"
and "Actual Finsh is "equals" "blank" (Dont type anything leave just blank)
