I get the same error.
my machine is a win7 64bit with excel 32 bit.
the xls files do not work. I get the error above.
The same happens if I try to connect through the microsoft scrypt editor.
So I believe the error lies somewhere between the odbc and oracle.
P6 v7.0 works normally.
my backend db is oraclexe. database name is XE. username is pubprm$pm and passwd is oracle.
I can see the dsn for the PMSDK is setup just fine through C:\Windows\SysWOW64\odbcad32.exe.
a test setup under a 32 bit VM works just fine.
 
Any ideas on how to correct this? 
Try to reconfigure the database alias for the SDK.
1. In the control panel, choose Data Sources (ODBC).
2. On the system DSN tab, highlight PrimaveraSDK and click configure.
3. Click the "Create Database Alias" button.
4. Choose yes to create the database alias PMSDK.
5. Choose the appropriate driver type for your database:
5.1 Microsoft SQL Server/SQL Express
5.2 Host Name: Machine Name\primavera
5.3 Database Name: pmdb$primavera
Then next and next..
6. Click finish to complete the configuration.
