Hi,
You can download MPX2000 from www.sciforma.com to convert the MSP2003 to MPX.
However, you still need to redo some work:
a) reassign the calendar
b) change the activity type from independent to task and milestone
c) remove the summary bars

you may need some old version of Project e.g. MS-project 98
Save your project as project98 format
then use Project 98 to save it as MPX format.
