yes you can put the steel up and then do the slab depending on what the columns sit on. This will obviously hold off all trades until the steel is set since no one can be working under the steel while it is going up. 

It is harder to do underground in the slab area AFTER the steel is up due to the columns being in the way.

I would look at the geographical location of the project and look at the time of year that the roof planned to go in then consider the weather conditions and decide if it is bestto get the projetc under roof ASAP.

 

As far as the design you wil have

civil or Undergound and site design

structural 

electrical 

mechanical 

architectural 

lead times will be for your steel and glazing of the large panes of glass

What about design and lead times for procurement.

Sometimes it is quicker to get the steel up and then do the slab.

optain all permits

identify any existing utilities

relocate and existing utilities

rough grade site 

install underground utilities conduit ductbanks etc

form, rebar, pour slab on grade

Erect steel structure

install building skin

install roofing

interior finishes

look at RS Means or similar estimating software and books for durations based on quantity and or square footage
