The activity percent complete type is one of "Duration", "Units", or "Physical". The percent complete type controls whether the Activity % Complete is tied to the Duration % Complete, the Units % Complete, or the Physical % Complete for the activity. Set the percent complete type to "Duration" for activities which are duration driven, for example, administration tasks and training classes. Set the percent complete type to "Physical" for activities which are work-product driven, for example, creating a document or a product. Set the percent complete type to "Units" for activities which are work effort driven, for example, providing a consulting service.

also The Duration % of Planned is defined as The activity actual duration percent of planned. Computed as (Actual Duration / BL Duration) * 100. The value can exceed 100. The BL Duration is the activity's at complete duration from the current baseline.

I am a software instructor, and I have been giving training classes on Primavera P6 for years.
I have frequently noticed that Units are not updated when I show my students how to update a project, in the following conditions:
* the project default and calculations are the same as yours,
* I create a new baseline and immediately update a task
On the contrary, if I close the project and exit P6, and then open the project again before updating my first activity, Units are updated as per the duration %
The only reason I was able to tell my students is: in the "real life" (I mean: not in a training center class room), it is not usual to update the project just after you have created a baseline. I am not sure this is the actual reason.
