I dont know how to format the cost account ID to get a successful re-import. I am exporting to excel.

I have a few versions of P6 on different machines, but none as old as 7.0
I would advise downloading an evaluation of version 18 PPM, and checking it with an import of your project.

I checked the admin preferences and both items you specified were set to the maximum. Also, I am using version 7.0.
