Thanks for your timely reply. There are many mile stones as you have mentioned earlier. This is for substructure works only among that some footings are on hold. Since this is a milestone progress can be either 0% or 100% , but we cant put 100% because of the incomplete IFC details.
Issued for construction drawings are rarely issued all at the same time so a single milestone is inappropriate.
Your programme should have a series of milestones for the latest dates for each section of the works with an allowance for sub contract design and procurement.
When these milestones are missed then you can assess the impact on completion for each case.
Remember that progress on a milestone is either 0% or 100%.
