01.2.1 INTRODUCTION
For Project Control Professionals, this is the only “Initiating” Process which we are directly responsible to create, update and maintain. As “project control” is a supporting role, our responsibilities for any specific “project” is normally initiated by a project sponsor and/or project manager. In the case of an owner organization, this initiation would take the form of a project charter while for those project control professionals working for a contractor organization, the initiation process would be the decision to bid the project, in which case we would be providing our expertise as “Subject Matter Experts” to support the preparation and submittal of the bid or proposal. Upon being awarded the contract, our roles would change from being subject matter experts to being assigned to the project team to develop a detailed execution schedule, cost and resource load that schedule and then track, analysed and report progress against that schedule.
This is the document which governs how the project controls team is to be set up and managed. It should include the appropriate organization charts and responsibility assignment matrices. It should be especially clear on the roles, responsibilities and interfaces between the scheduling and the cost professionals.
It should also include the performance evaluation criteria for managers to use in evaluating, rewarding developing and promoting project control professionals in their organization.
See Module 2- Managing People to use as a checklist as to what the Project Controls Policy and Procedures Manual should contain.
