01.6.1 INTRODUCTION
In this module we wrap up the loose ends of the those work packages and activities which were the responsibility of the project control department, making certain that the project records have been properly archived, that all the cost, schedule and productivity data has been analysed, normalized and entered into our databases; that our “lessons learned” have been published and shared with those who need to know and that all claims and disputes have been resolved. This last part is particularly important as the time of the Forensic Analysts is still being charged against the project budget and we need to be sure that at the end, charges are being made against the appropriate work packages and activities.
We also have to liaise with finance/accounting to ensure that all charge accounts have been closed out, and that any remaining unused budgets have been returned back to the appropriate project sponsors.
As with the previous Russian Nesting Dolls analogy (Module 1-2 Developing The Project Controls Plan), closing out the project controls plan is a scaled down version of the full project closing processes and uses exactly the same tools and techniques but only represents the application of those tools and techniques to those specific work packages, activities and other responsibilities of project controls to the project team and other key stakeholders.
