Having created and supported Planning Planet from its inception in July 2000 I am now working full time to support the growth and improvement of our fine community; Run by the community, for the community.

In addition to the above I am also Co-Founder & Managing Partner of the Guild of Project Controls and have been supporting this since its inception in June 2014.  From the membership of the website Planning Planet I and my business partner have established The Guild of Project Controls which is a Centre of Excellence from Beginner or Preparatory Level to Competent, Advanced, Expert and Fellow Level across the following areas: Cost Management, Forensic Analysis and Planning and Scheduling. Hundreds of Subject Matter Experts (members of Planning Planet) have contributed to setting Standards and there are Role Descriptors, Self Assessments and Standards of Practice for all levels written on the Planning Planet website. Responsible for the overall implementation and execution of the programme control system for the Project and to actively support GM Planning & Controls.

Responsible for providing cognisant, interpretative, and predictive analyses of project progress and corrective actions necessary. This is primarily achieved by means of regular “delivery measurement” reports which address the progress of each element of the Works to date; forecasts the impact on scope, programme, and cost at completion; and predicts the impact of this progress on the JV’s ability of meeting its performance outputs.

Responsible for implementing quantitative tools to project the impact of current delivery performance on the programme and cost at the completion.

Responsible for extending the reported quantitative results from the Planning & Controls Team into cognisant and judgment based conclusions regarding the performance of the contractor(s) and will present evaluations for the correction of contractor(s) delivery progress that falls short of their plans.

Responsible for setting standards and procedures to maintain integrity and consistency in interpretation and reporting of programme control data.

Responsible for assimilating and analysing all contractor(s) data, and providing consolidated executive reports for the Head of Construction and related directors / managers use.

Responsible for the development, maintenance and operation of the projects Primavera Enterprise Database and its related planning and reporting functions. Database’s delivery progress reports will use the classic, simple tools of variance reporting, Schedule Performance Index and Cost Performance Index.

Responsible for the project controls and contract / commercial management of the Dubai Metro project, valued at US$3.6billion. To manage and coordinate the review, comment, approval and update / maintenance of dual-currency, cost loaded project and interfacing programmes. Managing the earned value certification, contractor payment, scope delivery and cost performance aspects of the project.

Actively managing preparation of project cost budgets, coordination of pricing structure, identification and management of project risks. Defining project needs for project control and reporting to meet client and project objectives. Supervising cost / time recording, monitoring and practices and performing cost and data analysis, identification of problems, finding options / solutions and making recommendations.

Management of project change control function vis-à-vis contract scope changes, schedule changes, site-level changes, claims, potential changes, project cost / time control and performance to ensure the elimination of “scope creep”, conformity with definition and to assist in any required scope re-definition. Put in place contingency and crisis management plans such that the project remains deliverable. Development of detailed manpower / recruitment work plans for cost / time engineering activities.

The management of interfaces between differing sub-sections and stake-holders of the project and the integration of the various complex systems essential for railway operation.

Oversee establishment and maintenance of key project documents. Promote technical and commercial excellence through application of Quality Assurance processes. To supervise and maintain claim management processes with overall contract administration / commercial management responsibilities.

Responsible for the specification and implementation of a Master Projects Database (MPD), an earned value management (i.e. cost and schedule management) programme enterprise system to facilitate the co-ordination of works and projects between contractors and interfacing parties on London’s infrastructure and rail portfolio; £6.3 billion of infrastructure / system works.

Ensuring that necessary programme, database and report structures are in place to monitor and control the construction, civil and transport systems work portfolios. Establishing the criteria and reporting guidelines for calculating earned value and delivery measurement and determination of interface values and constraints for work package programmes and deliverables.

Managing the co-ordination and integration of works. Production of independent analyses of the status reports provided through the MPD, highlighting key management issues and forecasting future progress and current trends. Developing a teamwork environment and planning / programming best practices. Responsible for conducting training courses to ensure the success of the Project as a whole.

Planning Manager for the Main Contractor responsible for planning and implementing the signalling, electrification, communications, trunk radio and fare collection systems required by the double tracking of the North and South KTMB existing main lines – a total of approx. 670 route km.

This position has key responsibilities in respect of Planning Management, Project Controls, Configuration Management, System Integration and Interfacing with all other elements of the biggest railway project ever undertaken by the Malaysian Government.
