In P3 you can utilize Graphic Reports, then select Resource & Cost, and choose format with Curve for Overlay.I think you can also try by copy-paste s-curve from Excel into Ms Project. In short, there are many ways to make overlays, its easy and simple.

this is a vague question and i am surprised that such a requirement is requested by anybody,anyway the requirment of the s-curve to show on the bar chart format will nullify the very usage of the bar chart, and therefore don;t be misinformed and work as per the ethics.
