(1) Explain your problem, don't simply post "This isn't working". What were you doing when you faced the problem? What have you tried to resolve - did you look for a solution using "Search" ? Has it happened just once or several times?
(2) It's also good to get feedback when a solution is found, return to the original post to explain how it was resolved so that more people can also use the results.
I'm looking for a way to convert P3e 4.1 data to P6, between Oracle databases. Exporting/ importing XER files is not an option because of the number and size of projects and other important features, such as number of Users, Layouts and Filters which cannot be exported via XER. This may require a hop to 5 then to 6. Any help or leads would be greatly appreciated!

In my opinion you'll have to go the hard way and use the upgrades of the database delivered by Oracle/ Primavera: 4.1 to 5.0, then 5.0 to 6.0, then 6.0 to 6.3? or 6.8 directly.
Don't forget the upgrade of your Oracle database if necessary.

since exporting/importing is NOT an option then I think that the hop will be necessary
