To oversee, monitor and analyze the costs of works contracted by the company, most of them contracts to make and preserve hydraulic works for the public sector; other business lines: roads and railways infrastructures construction, roads preservation works, environmental works and private works. To train, oversee, and support construction superintendents in the field of cost controls engineering. To provide the Construction Manager of the company with periodical analysis of reports prepared in liaison with construction superintendents, in order to facilitate strategic decisions taking. To control overhead costs. To calculate the economic amount of compensations claimed to clients. These responsibilities entailed the following key activities: -To ensure compliance of the work performance with the approved costs control procedure, namely EVM (Earned Value Management) methodology, in addition to compliance with Finance division's procedures. -To provide external audits of the company's accounts with costs data of all contracts. -To develop Work Breakdown Structures and Cost Breakdown Structures for the contract's scope of work, in all contracts, in order to identify all relevant expenses. -To create the work's schedule in liaison with the construction superintendents using the most suitable of the following techniques: PERT (Program Evaluation and Review Technique), CPM (Critical Path Method), MCE (Minimum Cost Expediting) and Bernard Roy's method. -To work closely with construction superintendents to ensure alignment of cost and schedule information, updating staffing, materials, machinery and subcontractors requirement projections for both short and long term durations in order to ensure allocated costs to fulfill all requirements. -To support construction superintendents in developing annual budgets. -To monitor cost performance reported by construction superintendents against baselines, budgets and forecasts in order to ensure the completion of all contracts under allocated budgets and to ensure that such reports accurately reflected actual performance and productivity. -To maintain regular updates of cost estimates to complete, in order to ensure all costs were accounted for. -To analyze cost variances in order to recommend corrective actions and possible cost savings as applicable. -To monitor correctness and accuracy of cost allocation to cost centers, and request Contracts Accounting corrections as necessary in order to ensure appropriate expenses were assigned. -To support construction superintendents in preparation and submission of budget changes, and to ensure their compliance with finance approved procedures. -To support suppliers invoices verification in order to ensure invoices reconciled with measured progress as required. -To update overall cost reports and presentations for the Construction Manager on monthly, quarterly and annual bases, providing data on contracts cost and performance (planned, actual, forecast, variance, performance indicators, curves etc) in order to facilitate informed decision making. -To update reports for actual costs of work accomplished on all contracts on a monthly basis for Contracts Accounting (Finance division). -To attend regular progress review meetings as required in order to ensure contracts were on track according to agreed cost expectations. -To facilitate communication internally in order to build and nurture mutually beneficial working relationships.
