2007 – 2008  Raytheon Missile Systems (RMS)

PMX Planning & Analysis Deputy Department Manager

  • Responsible for ensuring that the planners and the planning products for all programs with contractually-required Earned Value were ready to successfully pass the March 2008 Defense Contract Management Agency (DCMA) Compliance Review and the August 2008 Follow-on Compliance Review
  • Created specialized training and also facilitated the revision of all training documentation for Planners in preparation for the audit. Created questions to test Planners on all 32 EVMS Guidelines and organized Planner Interviews to be conducted by RMS personnel and expert planners from other business units
  • Interfaced with the DCMA throughout the audit preparation process and through the audit itself, making presentations regarding how planning is done at RMS, functioning as the only Planner Floater (responsible for the quick resolution of all Planning Issues), and defending/explaining Planning decisions to the DCMA. In the August 2008 audit, responsible for all of the above including preparation of the two Control Account Managers (CAMs) - one of whom had the most Deficiency Reports (DRs) from the March 2008 audit. Both passed in August with no DRs
  • Deputy Department Manager duties included creating the PMX Planning & Analysis (PMX P&A) vision, mission, goals, and objectives for 2007 and 2008; resource identification and allocation; the promotion of PMX P&A products and capabilities; development/ maturation/ refinement/ deployment/ training of new planning processes; key member PMX P&A competency model development team; developed initial strategic plan for department; and key member of team to define the roles/responsibilities of planners
  • Responsible for managing the SM-6 Software Technical Instructions (TIs) including program planning, analysis of cost and schedule indices, and representation of the TIs and their performance at monthly customer meetings
  • Recognized planning expert in Critical Chain concepts and implementation techniques

2003 – 2007  Raytheon Missile Systems (RMS)

PMX Planning & Analysis Section Head Manager

  • Responsible for preparing the SM-6 program in the area of Planning for 2006 DCMA EV Compliance Audit of RMS.  The result was that SM-6 had the fewest number of Deficiency Reports (DRs) out of the five audited programs at RMS.  SM-6 had only three DRs, all for non-scheduling related issues
  • Analyzed and assessed program progress against established plans and parameters using tools such as Critical Path Management and Critical Chain Management.  Formulated and recommended corrective action measures such as schedule revisions, manpower adjustments, fund allocations, and work requirements
  • Provided analysis and management reports on Critical Path/Critical Chain, period performance, Earned Value, schedule risks, and corrective action
  • Helped other RMS programs prepare for 2006 DCMA EV Compliance Audit of RMS
  • Actively engaged in planner training and curriculum development
  • Taught the Critical Chain module of the Principles of IPT Leadership course and also at the Leading IPTs course
  • Developed and maintained integrated master schedule (IMS) from Work Breakdown Structure (WBS) for $440M development program

1998-2000  Deloitte & Touche Dallas, Texas

Senior Project Controller

  • Performed complex budget, financial, and resource allocation analyses for $30M mega-engagement.  Regularly provided detailed financial reports (e.g., biweekly/LTD revenue recovery rate, budget revision analyses) to program management about current and projected engagement profitability
  • Maintained two lengthy project plans in MS Project (one plan was in excess of 2,000 tasks), and performed updates on a weekly basis after consultation with all engagement departments
  • MS Project instructor at Project Controller New Hire Training.  Wrote the 100+ page instructional manual.  Also wrote the Help Guide for the Reader v1.1 application distributed to all Southern Region Project Controllers
  • Review the work of junior Project Controllers within the Texas Practice; mentor them and assist in their skill development
  • Earned #1 ranking of all Project Controllers in the entire South Region in 1998 and 1999
