  • Enforcement of the Network Rail project change management process which produces actual forecast cost (AFC) and actual forecast value (AFV) reports.
  • Review and approval of budget and cost movements between subcontractors, Network Rail and Costain, to ensure the transaction is auditable and contractually valid.
  • Implementation of correct use of the online change management tool (“Salesforce”) through training sessions and presentations to the project commercial team. Alignment of usage to the main contract to meet all commercial contractual obligations.
  • Full management of the subcontract change process including regular liaison with package quantity surveyors. Assisting the surveyors in the administration of their subcontract on Salesforce and provide direction of how to ensure it is auditable and easy to final account.
  • Chair of the project early warning meeting with the commercial managers and report issues to Network Rail for action and instruction.
  • Facilitating movement to and from employer packages and agreeing project cost codes for budget transfers of additional instructed scope with the Network Rail commercial programme lead.
  • Responsible for management of three commercial key performance indicators (KPI’s) and assessment of KPI scoring each period. Presentation of the KPI data to Network Rail auditors for validation and agreement of KPI payment for the project application for payment.
  • Chair of the employers representative instruction meeting and assisting the package surveyors in the production of cost estimates for submission to Network Rail for approval.
