§  Develop detailed implementation plans and control procedures, enabling the analysis of contractor's, subcontractor's, manufacturer's and suppliers basic activities, including significant milestones through a work breakdown structure.

§  Organize the correct resources to take advantage of the available physical resources by leading/providing guidance to management and subcontractors. That will result in their doing effective timely work.
