Tips on using this forum..

(1) Explain your problem, don't simply post "This isn't working". What were you doing when you faced the problem? What have you tried to resolve - did you look for a solution using "Search" ? Has it happened just once or several times?

(2) It's also good to get feedback when a solution is found, return to the original post to explain how it was resolved so that more people can also use the results.

HI

in my country national agency for highway ( ANA), has awarded three contract(design-build) to build 900 km of highway for 11 billion §

do you think even with a turnkey contract, the owner with little in house expertise still need services of a construction management contractor (CMC), or something like that,to supervice the construction process.

thanks for your anwear,AFAIK all the risks are assumed by the contractor; and there is no monetary or delay revision for the contract.

let see if they can finish a 400 kms highway in 40 months ;)

It depends on the nature and risks contained within the let contracts.

This approach should have been defined in a Project Execution Plan which is approved with the budget.

For instance if the Client has retained management of external interfaces, key project decisions, change & varition control, progress payments, insurances etc then I assume a small client group will be overwhelmed.

A good Programme Management Company should pay for itself on a project of this size by instigating value saving practices on behalf of a client.

A kick off risk workshop, run on an open basis with the contractors, should be able to draw some conclusions
