what service needed for managing huge project !!

HI

in my country national agency for highway ( ANA), has awarded three contract(design-build) to build 900 km of highway for 11 billion ยง

do you think even with a turnkey contract, the owner with little in house expertise still need services of a construction management contractor (CMC), or something like that,to supervice the construction process.
