Try to make excel file and import from it. To have a picture how it should look like try to export some resources from P5 to excel file. Also you can print resource base from P3 to .txt file, open it with excel and use some formulas to format it properly.

When you import a P3 file, it also imports all the resources that are assigned to activities. If you mean transferring a dictionary from P3 to P5 then yes it is a little more complicated.
