NEW GAS RECEIVING STATION AND SUBSEA PIPELINE

Project Controls Manager of Owner’s Team for the construction and commissioning of a new Gas Receiving Station (GRS), upgrades to eight gas turbines control systems, and addition of new fuel quality management equipment. The GRS connected to a new subsea pipeline from Shenzhen, China to Hong Kong and included pig receiver, filter skid, fiscal meters, water bath heaters, pressure control, fire water, vent stack and control building. The Plant is a combined cycle gas turbine (CCGT) plant with back up oil firing capability.

 

Key achievements:

• Set project schedule and cost estimate from Front End Engineering Design (FEED) through execution and completions. Developed execution plan, project controls procedures, baselines, budgets and reporting strategy.

• Managed project controls team and maintained tight project controls on schedule, cost and risk throughout life cycle of the project.

• Hands on schedule development working closely with contractors and vendors for level 3 to level 4 & 5 details for strict shutdown periods. Development of FEED and detail engineering schedules with the EPCM contractor.

• Oversaw project execution, fabrication and vendor deliverables, schedule, budgets, reporting of progress and variance.

• Performed quality control field verification on the collection, analysis and reporting of schedule and progress.

• Identified schedule risks and recovery plans, and verified performance maintaining construction execution against construction schedule, together with project budget monitoring, commitment planning and interim payment process.

• Set up and administered contract, change management control, claims assessments and change order process.

• Maintained issues register, punch lists and defects tracking, correspondence tracking and hand-over to Operations.

• Achieved project schedule and budget working closely with all stakeholders through planning, execution and closeout.
