SCOPE OF WORK :  Upgrade Offshore Security Facilities (UOSF)

Award of the contract: 20 of November 2017

Basically, the PROJECT consists of Design, Procurement, Construction, Commissioning, Performance test and finally Handover to SAUDI ARAMCO of a stand-alone Integrated Security Systems Platform, then inclusive of all necessary hardware and software, in order to support security operations at the SAUDI ARAMCO’s maritime jurisdiction.

The Integrated Security Systems Platform includes: 1. LRDAS (Long Range Detection and Assessment) Systems: a. MSRs (Marine Surveillance Radars) b. LRTIs (Long Range Thermal Imagers) 2. C2I (Command, Control & Intelligence) System 3. Support Systems: a. Communications Systems (Data Network, Structured Cabling System) b. Electrical Systems (Power, HVAC) c. Structural Systems (Tower/Poles, Cabinets) d. Automation Systems (Fire Alarms/Fire Detection) 4. Existing Systems to be integrated: a. Automatic Identification System (AIS) b. Vessel Tracking Management System (VTMS) The scope includes:  • new systems/equipments • integration with existing systems/equipment, mainly AIS, VTMS and existing MSRs • replacement of existing systems/equipment, mainly Long Range Cameras (LRC).

Project Control Activities:

  • WBS definition by:
    Phases: Engineering; Procurement; Construction; Mechanical Completion; Testing & Commissioning.
  • Planning Level: CPM, with 3,000 activities & 6,000 Relationships, without lag & lead, the duration activities no more 25 days & the total floats no more 60 days. Time now: end of the months. Level 1 By Milestones & summary Phases; Level 2 By Phases & Disciplines. For construction by Sites. Level 3: Detail planning schedule by activities and Level 4 planning by Site, Disciplines(index); Systems; Activities. Quantity & Productivity by Items.
  • Scheduling: Resources Labor & Non Labor; Mhs spread & export to excel sheets.
  • Monitoring:  Physical Progress by PMS (Progress Monitoring System). Earned manhours Planned & Actual (BCWS; BCWP; ACWP). Performance & Schedule Index.
  • What-if analysis: Recovery actions or Mitigation Plan.
  • Reporting: Weekly & Monthly Reports;
    • Schedule: Baseline & Current, Cut_off every month.
      •  Identification of Critical Path without Lag.
    • Outputs: Progress Tabulation (Previous-Actual & Forecast); S curves(Baseline Vs Actual) & Histogram.
    • Productivity Analysis for Steel Structures Hook up Aramco Dpt in Tanajib
    • Daily Reports &
    •  Lookahead for Onshore Sites /Offshore Platforms for Estimate Manpower by Skill.
  • Risk Management Workshops for PRM (Plan Risk Management) for uncertain activities.
  • Monthly Reports for Company Physical Progress Certificate for Active & Passive Invoices.
  • Management of Logistic:
    • Access Permits for Revamping Brown Field.-
    • Vessels Deployments for Offshore Campaign.
    • Management of the Preliminary activities: Prefabrication of the Bulk Materials (inc. Steel Structures Heavy & Medium)
    • Preliminary Tools management, for example Scaffoldings from Design to infield installation
    • Planning of Workload & Workforce a Daily Basis
