  • Pre-Contract Implementation.Preparation for the appointment of consultants, contractors and any specialist consultants for the projects; includes the preparation of Tender Committee Papers and the preparation of the Letter of Awards (LOA).

Involved in the tender evaluation process and report preparation for the Technical and Commercial Evaluation Report to be presented to the Tender Committee for award of contract, as well as in the preparation of Tender Committee Papers for the presentation to the Committee.

  • Schedule Preparation.Review work programmes submitted by the contractor prior to the commencement of the project based on Critical Path Method (CPM) including Physical S-Curves and Financial S-Curves.

To discuss the work programmes with Risk Management Department prior to approval and inclusion within the contract document.

  • Project Implementation.Attend the technical, progress and coordination meetings for all assigned packages. Responsible to assist the Project Managers in joint inspection / Site Visit with the Authorities and the Top Management. Evaluate physical progress of the construction. Review the progress report submitted by the contractor. To ensure sufficient and up to date information are included in all reports. Analyse and manage potential/ current delays to minimise further impact to the projects.
  • Liaise with Consultants, Contractor and Government Authorities on all the project issues. Coordinate any interface for design, schedule and construction occurs within / other team and consultants.
  • Extension of Time (EOT).Evaluation for Extension of Time (EOT) claimed by the Contractor, discussing with Risk Management Department/Legal Department for justification of entitlements and preparation of EOT report to be presented to the EOT Committee. To prepare and issue the Certificate of Delay and Extension Time to the Contractor.
  • Project Completion.Handover & Closeout. Preparation and issuance of Certificate of Non-Completion (CNC), Certificate of Practical Completion (CPC) and Certificate of Making Good Defects (CMGD).
