Mr. Simons holds a degree in Building Construction and is certified as a Project Management Professional, Planning and Scheduling Professional and Earned Value Professional.  He has more than 40 years of broad based project experience developing and managing integrated, complex schedules for project worldwide.  He has managed and administered numerous international and domestic projects ranging in value from several hundred million dollars to several billion dollars, involving expatriate and international labor forces, with significant scheduling and procurement challenges.  Mr. Simons is well respected for his project management, business management, construction management, contract administration, project control, scheduling, cost engineering, and risk management skills and capabilities on large complex engineering and construction projects for the government and commercial industries.  His experience includes projects in the academic, communications, environmental, food, laboratory, manufacturing, nuclear, power generation and utility industries.  Mr. Simons is recognized for his abilities to manage contract change and resolve disputes, and prevent disputes whenever possible as a part of normal contract administration functions.  He has provided technical support and/or managed the dispute resolution process with the Contracting Officer.  Mr. Simons served as Beta User for Primavera and Expedition, past certified Primavera Expedition Instructor.  He uses this experience to train staff on correct scheduling and cost control procedures.
