Set up Estimating Department, developing procedures and policy for all phases of the estimating process, from initial target project selection to last minute analysis format for subcontractor bids for this 8a minority general contractor.  Instituted efficient computerized estimating, project management, CPM scheduling and mass facsimile systems.  Sole responsibility for changing the corporate culture to a schedule driven culture, including training project managers in CPM scheduling.  Developed procedures and policy for Operations Department, formalizing project meetings, change order processes, punch list and warranty systems.  Supervised Operations Manager for field construction and managed CPM scheduling, change order processing and production.  In-house work performed included earthwork, site utilities, concrete (site and building), HVAC and plumbing, carpentry, drywall and metal studs, and specialty trades.   Provided all conceptual budgeting, value engineering and final estimates and bids.  Replaced Operations Manager and trained and supervised field superintendents.  Provided estimating, project management and scheduling liaison service for joint venture work with various Construction Managers such as Turner, Brown & Root, and other large EPC contractors in joint-ventures.
