Tips on using this forum..

(1) Explain your problem, don't simply post "This isn't working". What were you doing when you faced the problem? What have you tried to resolve - did you look for a solution using "Search" ? Has it happened just once or several times?

(2) It's also good to get feedback when a solution is found, return to the original post to explain how it was resolved so that more people can also use the results.

I think you will find a fuller answer in ID 905203.1 from the Oracle Knowledge Base.

Irfan,
If you are using standalone, check if the SQL server or Oracle server is running on Task Manager. If not then you have two options.
Option 1: Restart the computer and make sure SLQSERVR is running.
Option 2: Select Start-> Settings-> Control Panel-> Administrative Tools-> Services. Look for SQL Server (Primavera) and double click. Click start if the status is not started.

If you are using Network Server, check the network and you may not connected or ask your IT if SQL Server is down.
