I am preparing a EOT claim schedule(only time analysis, no prolongation cost). I am using the method Impacted As planned in order to identify the entitlement. The phases of work is as follows;
1. Submission of concept design: 30 days
2. Approval of concept design: 15 days
3. Submission of detailed ddesign: 50 days
4. Approval of detailed design: 15 days
5. Tender documents submission: 30 days
The design consultant started the concept design late, but submitted 5 days before the planned date. The Client approval took addition 60 days. The detailed design was submitted in leass than 50 days and the at present approval process is in progress (already oveer 15 days).
I applied the additional approval days(45 days) for concept design in the original baseline program, keeping the remaining activities duration as it is. When I am preparing this EOT programme, the detailed design approval process is in process.
But when I used the As Built But for process, I will get less days than the days I got from Impacted As Planned Process (because the submission of designs were done in less duration than the baseline). Here the client delays removed from the actual dates. The Client is asking to follow this method.
Can I defend by saying that the entitlement and the actual happened are different and stick on the Impacted As Planned method.
