Senior Program Management Consultant to National Security Technologies, Inc. at the Nevada National Security Site (NNSS).

Mr. Fillmore provides project management and project controls support to the Joint Actinide Shock Physics Experimental Research (JASPER) facility Return to Program project and the Gemini Project at the NNSS, both considered to be critical national security projects, as well as the Advanced Fielding of Dynamic Experiments (AFDE) project. He was requested by the Defense Experimentation and Stockpile Stewardship (DE&SS) program manager to assist in a 2010 re-plan of the JASPER project, required due to significant schedule delays and cost overruns. After analyzing the delays and cost overruns and developing a project recovery plan, the project was completed four months ahead of its baseline schedule in support of federal stretch goal targets, and within budget. His responsibilities include project startup workshops, Project Execution Plan development, project management and project controls process development and documentation, risk analysis and management, Integrated Master Schedule development, and project performance analysis and reporting.

Mr. Fillmore has also conducted training for National Security Technologies including, Project Manager (PM) and Control Account Manager (CAM) EVMS training, Project Management in Oracle Primavera P6, Planning and Scheduling, and Risk and Variance Analysis.
