In the run-up to privatisation, the Settlement II System was developed by NGC to manage the commercial aspects of the Grid operation. The software built was primarily based on a VAX Cluster using Oracle and Fortran through IDMS.

Reporting to senior planning and cost engineers duties included producing management reports for consumption by project managers and senior management within the organisation, the development of schedule and cost reporting systems, collection of production data, calculation of generation prices, apportioning of costs and sold units of power and subsequent billing between generators and distributor.
