Business Development Manager / Project Controls Manager, Del Valle Group, Various Civil Infrastructure Projects

·         Engineering Management Director/Business Development, June 2007 to Present.

·         Prepared SWOT Analyses and designed a 5-year business development plan proposal for the new administration considering:  optimization of business and functional operations to reduce operational costs, the implementation of human resources and IT departments, marketing and e-marketing initiatives, public relations initiatives, educational program (DVG-U) and service exporting, etc.

·         Responsible for complete processing of proposals to include discovery/origination, component coordination, and final delivery, well within the predetermined, rigorous deadlines.  Responsibilities include organizing, developing, writing, editing, producing and submitting original, complex, competitive, and technically accurate responses to RFQs, RFP/Solicitations, and RFIs for local state government, local municipal government, federal government, pharmaceutical industries and commercial agencies.  In charge of writing various proposal sections to include, but not limited to executive summaries, management and technical approach, quality control/assurance, safety control/assurance and past performance/qualification summaries.  As a support component to the executive management team, facilitate strategic planning, evaluation, and professional development initiatives.

 

·         Project Control Manager, February 2005 to Present.

·         Responsible for developing, implementing and managing the Project Controls Department.  Construction project controls consist of cost, budget, schedule, risk, contract administration and document control.

·         In charge of planning, scheduling, programming, controlling, monitoring, and reporting company project status related to time, documents, resources, costs, and claims.

·         Planned, programmed, monitored, and controlled more than 150 construction projects as in-house resource saving the company over $1M.  Construction project scopes include maritime, highway, housing, infrastructure, and special projects ranging from $200K to $84 MM.

·         Coordinate and review the interpretation of contracts as required in coordination with management, accounting and legal staff.  Ensure compliance of appropriate regulations.  Research and prepare analysis as required.  Supervise contract monitoring, contract administration and compliance.  Coordinate with finance staff to ensure proper billing and collection of contractual revenue.  Develop and prepare regular reports on the status of contracts.  Determine the priorities, goals and objectives of work functions assigned.  Resolve contract payment issues and confer with contractors and other parties concerning contract payments compliance.  Implement and interpret policies and procedures.  Develop, recommend and coordinate the implementation of new procedures for the assigned function.  Perform and/or review contract payment and cost to complete reports.  Maintain computer database for the contract management system.  Provide direction to contract specialists and staff regarding relevant contract provisions.

·         Support our Project Managers producing cost plans, providing cost advice, monitoring procurement activities and carryout post contract cost control.  In charge of cost planning and managing costs on complex construction projects so that the projects are delivered within budget.

Documented and prepared project closeout claims resulting in a recovery of over $10M in costs of extended overhead.
