Responsible for all levels of quality assurance/quality control, environmental health and safety issues on heavy construction (railroad) project with multiple subcontractors. Developed initial submittals of QEHS plans, programs and procedures; Responsible for the effective employment of independent testing and laboratory personnel; Performed field inspections for safety, quality, and environmental health; Documented findings in reports. Responsible to ensure functional requirements were met per contract, that various project elements were effectively coordinated, and that all the work required (and only the required work) was included; Developed commissioning and close-out plans, and, participated in punch listing; Provided training to new and transferring workers. Functioned as Railroad Flagman/Employee-In-Charge as needed. Functioned as submittal coordinator and performed construction services support (e.g., field reports on construction progress, assisted in the review of cost proposals for construction changes and status for progress payments to subcontractors and vendors) , and created O&M manuals and redline drawings upon project completion.
