Provides cost controls support on over 80 Federal Fuels projects valued over $400M. Creates project’s budget and planned baseline upon contract awards. Establishes corresponding Work Breakdown Structure per awarded scope and Contract Line Item Numbers (CLINs). Responsible to set up, maintain, and review projects’ ETC forecast. Creates billing Schedule of Values (SOV) and manage monthly client billing with a goal to keep all projects on positive cash flow status. Works closely with the project team to update monthly financial reports for internal reviews and produce detailed data findings for clients’ deliverables upon request. Performs thorough analysis and identifies risk factors to provide input on financial impact at project and/or regional level. Closely monitors buyout and PCI activities to ensure project execution stays within budget. Assists Operations team with change management support that includes and is not limited to preparing cost proposals, assisting in clients’ negotiation calls, running cost impact and/or gross margin analysis, and preparing REA (Request for Equitable Adjustment). Responsible to review, compile, and oversee ETC forecast, billing, and reports of other Cost Accountants within Fuels Business Unit.

 

Business Development Specialist, E2I (Engineering, Environmental, and Infrastructure) Business Unit, SAIC, April 2007 to May 2010.

Performed marketing research and data mining on viable Department of Energy (DOE), Department of Defense (DOD), and other environmental business opportunities obtained from web-based Business Development (BD) tools (Eagle Eye, E-Pipeline, Centurion, INPUT, Fed Sources, FBO (Federal Business Opportunities), and others). Served as the lead BD SharePoint site owner as well as a CRM Power User for the entry, tracking, and maintenance of computerized BD data (at the Business Unit level) on SAP®-based CRM system. Produced ad-hoc and periodic reports to perform BD data trending, Bids & Proposals (B&P) and sales/ROI analysis, as well as completed deliverables using various methods that include interactive charts, pivot table reporting, etc. Besides providing analysis input to support BD forecasts activities, also in charge of analyzing BD data trending, as well as producing periodic performance reports and presentation slides to show progress status of all identified opportunities valued at over $900M. She also assisted the BD team in proposals development including technical editing, graphics, and proposals coordination.

 

Program Controls Analyst, Asia-Pacific Division, CACI International, Inc., May 2004 to April 2007.

Provided financial performance tracking and analysis support to Program Managers in execution of more than 10 DOD engineering, logistics, and managed networks projects worth $7M annually. Worked with Program and Division Managers in completing financial forecast on proprietary software CACI Program Management Reporting System and provided support in proposals pricing activities. Reviewed and completed Cost to Complete (CTC) spreadsheets for managers and Corporate reviews on a monthly basis, tracked tasks funding status, produced periodic financial performance reports, and prepared Risk Level Authorization (RLA) requests. Ms. Burhan also resolved contracts and accounting issues, reviewed and submitted monthly projects’ billing.

 

Business Operations Program Analyst, TRICARE Pacific Lead Agency – Tripler Army Medical Center, Oct 1999 to May 2004.

Administered over 40 healthcare provider Resource Sharing Agreements (between DOD medical facilities and civilian network providers). Total worth of all agreements was valued at $15.5M annually. Analyzed Full-Time Equivalent (FTE) workload performance among all Resource Sharing personnel to achieve financial savings target. Reviewed and validated more than 300 Active Duty claims per month and administered more than $2M annual government funding sites for Western Pacific military beneficiaries’ healthcare expenses. Performed data management and analysis as well as maintenance of financial and workload data reports for senior military officials and civilian partner leadership team. Also served as the Travel Entitlement Program Advisor for TRICARE beneficiaries stationed in the Western Pacific region.
