          Lump Sum EPC Project for the Electric Generation Plant Termozulia III in La Canada, Zulia. (EIS Consortium a Joint Venture between Electroingenieria S.A., Inelectra S.A.C.A. and Sener Ingenieria & Sistemas Argentina S.A.). Project Control Lead’s Aassistant/Consultant.  Responsible for the analysis of the costs and all related cost control activities and cost information. Prepare Monthly Cost Reports and provide cost input. Close liaison and contact with other departments, Procurement, Admin & Finance, Contracts, Engineering and Construction in order to provide consistent Cost information of the project and ensure that the Monthly cost Reports reflects the Project budget, commitments and expenditure.

Organic Growth Project 1 (Early Works Phase and Execution Phase for the Escondida OGP1 that includes a Copper Concentrator, Utilities and Facilities at Minera Escondida Ltda.). Senior Cost Engineer. Totally responsible for the cost analysis, cost control activitiesand setting up the budget for the Early Works Phase (590 k$) using the in-house cost reporting tools and all internal cost control activities for the Organic Growth Project 1 (OGP1). Participate in Technical and Commercial bid evaluations for the Early Works and Execution Phase of the Minera Escondida OGP1 (3.200 k$). Liaise for cost control and cost reporting activities withProcurement, Contracts, Engineering and Construction Departments.

Borouge II Project Facilities at Ruwais, U.A.E (Supporting Utility, Offsite and product export facilities (U&O) and External Interconnections for Abu Dhabi Polymers Company Limited - BOROUGE). Lead Cost Control at Site. Responsible for the control and update of the manpower deployment schedule for Site Supervision, Field Engineering and Commissioning as well as the Organization charts. Control of all committed costs, change orders, trends and forecast of pending costs. Liaise closely with the Procurement & Purchasing Department and Administration & Finance Departments. Provide Construction Cost Control Head Office in Madrid with required monthly corporate information for the Monthly Construction Cost Report. Control of Field Material Requisitions costs. Provide general Administrative support. Vendor’s and Subcontractor monthly invoices follow up.

Dung Quat Refinery Project in Vietnam (Joint Venture between Technip France, Technip Malaysia, JGC and Técnicas Reunidas developing a grass roots refinery for PetroVietnam of $2 bn).  Located initially in Paris, and later in Malaysia, as a member of the Joint Venture Directorate (JVD) and responsible for the control of man hours for the Directorate, developing the purchase orders for the lump sum and reimbursable home office services for all the Operating centers, consolidation of all Equipment list, Catalysts, Chemicals & Lubricants from the operating centers, allocation and control of the budget for the equipments and control of the purchase orders. All cost control activities related with the follow up, expenditures (in seven different currencies), forecast and control of the Directorate man hours and cost and all the Equipments of the project.

Worked for Madrid Operating Centre (MOC) preparing invoices to JV, cost reports to the Committee and all cost control activities related with forecast, expenditures, invoices and other related costs (lump sum and reimbursable).

 

2003 – 2004                                                                                                                                         Damietta Port, Egypt

Egypt LNG Project – Damietta LNG Construction LLC (Joint Venture of MWKL/KBR, JGC and Técnicas Reunidas – Client: SEGAS).Responsible for all cost control activities of the project related with Vendor back charges, Subcontract back charges, Client Change Orders, Insurance Claims (Construction All Risk and Marine Cargo), very few Miscellaneous estimates and Code requisitions. Involved also with the site cost reports, carry over work, subcontract cost analysis and organization charts.

 

PETROLEOS DE VENEZUELA, S.A. (PDVSA)

2001 – 2003                                                                                                                                           Caracas, Venezuela

Deltana Platform Project. Responsible for all cost control and planning activities of this project dedicated to the exploration of gas in eastern Venezuela during the early upstream definition phase. The project execution plan addressed functional alignment regarding the project objectives, scope, priorities, project schedule, contracting strategy, plans for execution and control and project controls. Periodic cost and progress reporting activities, provide assistance in monthly progress payments, commit to measuring and analyzing project performance regarding progress, schedules, expenditures, AFC and budget.

 

1998 – 2001                                                                                                                                           Caracas, Venezuela

SAP Integration Program (PD VSA Corporate Integrated System). Responsible for schedule development, maintenance and monitoring activities of the integration project for PDVSA (Oil & Gas and other subsidiaries) with SAP Release/3 as the main application, for the implementation of the Finance, Cost, Materials, Human Resources and Maintenance Modules. Developed the plan for Phases III to V (according to the ASAP Methodology) for the Project System module (PS). Maintenance and continuous monitoring of progress and updating of all schedules with Primavera, early identification of any slippages and  assist with mitigation measures to ensure work is completed as schedule, issue of weekly reports during the “Evaluation and Planning” Phase and for the “Design and Prototype” Phase.
