- Request proposals for the Design;

- Evaluation of technical and financial proposals received and selection of a firm;

- Negotiation of the Contract for the Design;

- Supervise the preparation of the Design and the Specifications for the call for bids;

- Assist in evaluation of technical and financial bids of Contractors;

- Assist in negotiations of the Contract with successful Contractor and Supervise the Execution of Works;

- Issue Monthly Progress Reports for Shareholders;

- Certify Progress Payments;

- Supervise Testing and Commissioning;

- and Manage issuance of Completion and Take-Over Certificates
