UNAR Drilling Operations & Reggane North Development Project - South West of Algeria, with Repsol Exploración Algeria S.A.:
• Appraisal Phase: Conceptual Design, “Rapport Définitive de Découverte” and Feasibility Study for Reganne – Azrafill fields
• Development Phase: FEED Engineering and Detailed Design, Construction Phase, Commissioning and Start up, Drilling Campaigns
Duties and responsibilities:
- Supervise and control the activities related to the Project Control, i.e. Costs and Schedule
- Send to the Project Manager reports about the produced deviations related to the costs and schedule estimates, including, if it proceeds, the corrective actions to be taken
- Evaluate and inform the Project Manager about the impact caused by the Contract Changes and the Design Changes proposed during all the Project phases, in the Project planning and budget
- Analyze the incidences that may appear during the Project, evaluate their effects regarding cost and schedule and propose technical-financial changes and alternatives to be taken
- Follow up the project schedule
- Identify current or potential delays and report them to the Project Engineer, and related Specialist Engineers in order that actions be taken to correct or anticipate any deviation from Project schedule
- Keep the Project planning updated together with, Project Engineer, and Specialist Engineers in order to ensure that undertaken terms are met
- Develop Project certification activities
- Prepare Project status reports
- Establish the Project general budget and know at any time the approved cost, the actual cost and the forecast cost; propose corrective actions if necessary
- Establish, on timely basis, previsions for the committed costs and payments
- Supervise the cost control reports issued by the Contractor (depending on the Contract type) and incorporate the different cost controls reports provided by the Contractor to the Project General Costs Control
- Establish a Predictive Control System (trends analysis)
- Verify the implementation and application by the Contractor of the costs control procedures
- Update monthly the Cost Control
- Send the Project Manager all the invoices presented by the Contractor and other entities for his authorization, checking that they comply with all the requirements in order to recommend their approval
- Validate the system used by any of the Contractors to evaluate the Project physical progress through the combination of physical quantifiable quantities supplied and/or installed as well as delivered drawings, plus charts with progress key dates (milestones), weighted values for each task/activity and amounts to be paid
- Promote the implementation of actions by any of the Contractors in order to avoid delays in the Project General Planning and analyze and authorize, if proceeds, the speeding-up programs proposed by the Contractor to make up for the delays
- Prepare the Cost Estimation plan for the Development Phase of the project (CAPEX for FEED Engineering, EPC, Drilling campaigns), and for the Production Phase (OPEX)
