The role as a Site Manager is to plan, execute, and finalize projects according to strict deadlines and within budget. This includes acquiring resources and coordinating the efforts of team members, contractors or consultants in order to deliver projects according to plan. As National Site Manager will also define the project’s objectives and oversee quality control throughout its life cycle. Beside that the Site Manager represents GTZ IS Ethiopia at the construction site.

A. Duties and Responsibility

Ø  Directly responsible for the management of the construction in project sites on behalf of the GTZ IS UCBP and any additional locations assigned to me during the implementation of the project.

Ø  Accountable in leading, supervising and assisting the site staffs who are assigned to my operational site, in their work. 

Ø  Responsible in safeguarding the implementation of construction works in time, budget and quality. 

Ø  ensuring quality assurance through continuous checking based on the project contract documents; conduct constant follow up and monitors activities on my project sites to ensure the works are progressing as planned and the quality of work are as per specifications.

Ø  Coordinating the various activities with the university responsible personnel, and as appropriate with Zonal administration offices and keeps all partners informed about the progress and decision making required.

Ø  Responsible to be the spokesperson for my site and must hold weekly meetings with the Resident engineer, contractors and university representatives, to update them on problems/issues relating to the UCBP project.  Preparing minutes of meetings and issuing to the GTZ-IS Head Quarter and each participants.

Ø  Conducting my duties in professional and ethical manner and safeguards the liabilities of the GTZ IS as well as the procured materials for the project.

Ø  Ensuring a smooth and correct financial and technical accountancy as well as monitoring it according to the GTZ procedure.

Ø  Working in an effective cooperation with other Project employees and stakeholders

Ø  Responsible for the provisional as well as final handing over of the construction works.

Ø  Checks the monthly reports of resident engineer within operational region for correctness and accuracy.

Ø  Checks site progress reports issued by contractor within operational region for correctness and accuracy.

Ø  Checks and approves the payment certificates at site level

Ø  Responsible to request and coordinate issues for the steering committee and issue all documents, information and clarifications to GTZ-IS Addis for their appropriate contractual actions.

Ø  Responds to comments and queries made by Regional Site Manager, Quality Manager or Site Management coordinator within requested time frame, in relation to any activities, including comments as site progress and quality.

Ø  Ensures the infrastructure materials stored in my site are sufficient for the site requirements and must keep the procurement department at GTZ-IS Addis updated as to those requirements.

Ø  Ensures that the bookkeeping is carried out with the standard  software installed by GTZ IS finance

Ø  Monitors the preparation of documents for the accounting purposes and arranges for the following process

Ø  Monthly Project Progress Reports with PCS, which includes reporting on the sites under my direct supervision and the compilation and integration of the resident engineer reports into the main report.

Ø  Responsible for monthly expenditure reports to the HQ and also responsible in monitoring and controlling daily basis of all office expenditures.

Ø  Maintains and uses the electronic filing system and archive, as well formats that have been issued by GTZ-IS Addis

Ø  Attends training programs or additional meeting relevant for the job, if and when identified by GTZ Head office.

COST ENGINEER – Jan 01, 2009- May 25, 2010

A cost Engineer determines the approximate monetary costs of a new or existing project, service or product by figuring the duration, prepares tender documents, contract documents , bill of quantities and specification.

Duties and Responsibilities of a Cost Engineer

Ø  Compiles and analyzes data on every piece of a project that can have an impact on the total cost.

Ø  Preparing tender documents, BOQ and specifications, and contract documents for different projects and also involving in per-bid evaluation of bidding documents of contractors.

Ø  Reviews preliminary plans and any drawings to help determine the various costs involved with a project.

Ø   Works with project engineers to review blueprints.

Ø  Makes site visits to construction areas to view geographical features of the site and access to the infrastructure.

Ø  Creates a list of parts, equipment, tools and other supplies needed to complete a project.

Ø   Assists in the planning and development of new products or enhancements to existing products in regards to costs and budget concerns.

Ø   Advises on the cost of hiring additional personnel to complete a project.

Ø   Submits reports to management and administration detailing costs involved with each part of a project.

PROJECT ENGINEER – Dec 04, 2006 - Dec 29, 2008

A Site Engineer is accountable for coordinating all resources involved in Building construction projects and also making sure that quality construction occurs according to a given time frame and within the budgetary constraints. The site engineer supervises the development of the project in every phase and solves problems that may arise along the way.

Duties and Responsibilities
