Career History I have over 25 years’ experience in Project Controls related to Cost Control, Planning and Procurement/Contracts associated with major capital projects in Australia, Africa and the United Kingdom. My experience spans the project life cycle from concept and feasibility through to execution and project closeouts and includes all facets of cost, planning, project / portfolio performance monitoring and reporting, pre-award and post award procurement and contract management, software systems and integration and management reporting of project status and health. Relevant Recent Projects Over the past 15 years, I have been actively involved in Project Controls, costing, monitoring and controlling of major capital projects working with EPCM and EPC Contractors and Construction Contractors. The delivery of such projects has necessitated; interdisciplinary co-ordination, development and planning of expenditure, overseeing, mentoring and training my team of project control personnel, procurement of goods and services, negotiating, awarding and administering contracts, developing business processes, implementing and integrating cost and planning software systems and supporting infrastructure, project performance reporting together with internal management reporting of Project Health. Detailed Experience June 2014 – Present Endpoint Solutions Perth Children Hospital Working on the Integrated Master Programme for Strategic Project. Providing the overarching framework which aligns activities of all parties to the key milestones of the PCH Project in one coherent and transparent program. Identify the critical deliverables and milestones across Construction, Design, Furniture, Fixtures and Equipment (FF&E), Organisational Change and Redesign (OCR), Information and Communication Technology (ICT) and Workforce Transition (WFT), their timing, key dependencies and relationships. Integration of the Construction and the Non Construction Projects associated with the building of the New Children’s hospital into the Master Programme in Primavera. Parsons Brinkerhoff Project Controls Manager May 2013 – April 2014 (redundant) Project Controls Manager looking after the EPC contract with Samsung for the Mine, Rail and Port section of work. Responsible for cost control, project planning, cost estimating, business systems management, project status monthly and weekly reporting and internal project health reporting (project balanced scorecard). Hands on using CMS, SAP and Primavera as project control systems. Provide Risk assessments and control to Project Managers, assist Commercial Manager in providing contractual and commercial systems, procedures, workflows and resources. Responsible for Weekly and Monthly Reports to the client. Project involved the development of a new 340Km Rail system including rail, signalling and communications, extension of existing Port with new load out area’s and development of new Iron Ore mine. LYCOPODIUM Project Controls Manager June 2010 – May 2013 Project completed and I was approached to join another project. I was responsible for the Project Control function i.e Estimating, Schedule/Planning, Costing, Change control, forecasting, Document control for a $1.2b Iron Ore project for Rio Tinto. Providing Risk assessments and control to Project Manager, assist Commercial Manager in providing contractual and commercial systems, procedures, workflows and resources. Reporting to the Project Director and responsible for all Weekly and Monthly reports, Forecast reporting, budget control, Cost reporting, Schedule/Planning reporting, Change Control and Procurement. Maintaining Primavera P6 planning system, CMS and SAP cost systems and developing and maintaining all Project Control, Cost and Planning procedures, developing and maintaining Project codes, Work Breakdown Structures (WBS) and ensuring alignment between P6 (Planning) and CMS (Costing) with costs and Manhours and Quantity Measurement Reporting System (QMR’s). The project is an underground mine and a dewatering project. . I was on the Project from Early works to close out and handover. AECOM Project Controls Manager February 2009 - June 2010 I was approached to join a large Iron Ore project. Functional Manager and responsible for the operation and implementation of systems and procedures, the control of reports and personnel for all projects and for the general management of the Project Mangement Department incorporating Planning, Costing, Document Control, Estimating and Procurement and Contracts for the Australian office. Major project worked on include Rail and Port development (Oakajee Project), Hospital development, Bulk Infrastructure Water, Earthworks and Road development for 2 major mines and mine Camp development. Duties include: • Participates as a member of the senior management team and actively participates in the strategic planning process. AMEC Project Controls Manager June 2007 – February 2009 Project Controls Manager for the Design and Construction of two new Waste recycling plants in Lancashire UK worth GBP239M ($597M - 2 year project). I was responsible for all Scheduling, Costing, Estimating and Document Control on the design and construction side of the project - client Lancashire County council. Project Scope included Bulding, Infrastructure services (Bulk and detail), Earthworks (Bulk and Detail), Mechanical, Piping, Electrical and Instrumentation. Scope included all Infrastructure Bulk and Detail (Water, Sewer, Stormwater, Earthworks), Mechanical, Piping and Electrical and Instrumentation. Prior to my involvement in the Minerals sand project I was Involved in a number of studies relating to Sewer and Water pipeline projects, Earthwork projects and Mining operations including a Feasibility study for BHPBilliton's Olympic Dam Expansion controlling all costing, scheduling, estimating and document control. Bateman Minerals Lead Cost Controller Jan - 2002 – Feb -2003 Responsible for project costing and planning for an EPCM project at De Beers Elizabeth Bay Mine development in Namibia. I later became involved in the Procurement of material and the control of contracts for the same project. Prior to this project I was responsible for the project control function for a number of Infrastructure, Water pipeline and Sewer Pipeline as well as Earthworks feasibility studies: • Creating and baselining schedules and budgets. • Updating project plans with actuals. • Progress reports. • Producing and maintaining cost reports. • Responsible for procurement of material. BKS Inc Project Manager Feb - 1995 – Aug - 1997 Project Managed the transfer of local Government houses in the Tembisa area in accordance with current legislation Section 59. I was involved in the development of a Project Controls department (Scheduling, Costing, Estimating, Document Control, Procurement and Contracts) for the company whereas before these functions were controlled by Engineering. Design and build of sewer, water, storm-water reticulations, schools and clinics and road design for informal settlements using emerging contractors. I was also responsible for the implementation of reporting structures, networking systems, and the document retrieval systems. I was involved in the Procurement of material and assisting with contract administration as well as responsible for the control of the Project schedule for the client.
