My current work now is a Title II Quality Assurance Field Engineer for the re-constructon effort of Afghanistan where one of my job is to check the schedule of the main contractor so I have a little knowlegde about scheduling. Actually I study a short course about Primavera P6 but due to nature of my work as QA of US Government Projects I was not able to practice it and now I have an interest to start it again. One of my friend who is a planner scheduler advised me to be a member of this organization where I can learn a lot from experienced planner. Below is my current Role / Duties Details: 

Work Statement & Specifications:

The AFCEE business philosophy is to partner with its contractors. Our success equals AFCEE success. AFCEE provides its contractors with overall project objectives and allows contractors to use their expertise to plan and execute solutions. Part of this is the requirement for contractors to develop and execute a Quality Control Plan to manage their subcontractors’ work. AFCEE considers the role of the Versar Quality Assurance Representative (QAR) to be a facilitator rather than enforcer; QARs should focus on evaluating the performance of the contractor’s Quality Control Plan versus evaluating the ‘nuts and bolts’ of subcontractor work. A successful QA program works with the construction contractor to successfully plan and schedule the project. The QAR should anticipate challenges and be ready to suggest solutions to lead to successful project completion. The AFCEE staff, construction contractor, and the QAR are a team. With this overarching philosophy, these are the specific duties expected of the QAR:

Ø  Report directly to Senior Quality Assurance Team Manager

Ø  Perform on-site technical surveillance, supervision, oversight, and assessment of projects. Ensure that remedies are being performed as designed.

Ø  Verify that the contractor’s system of Quality Control is working effectively including project schedules.

Ø  Ensure all scheudules, plans and specifications provided in the Implementation Work Plan are followed. Assures that site work is in accordance with the contract documents such as Statement of Work, Statement of Requirements, Statement of Specifications, approved design drawing and all applicable construction codes (IBC, ACI, NEC, IPC,  IMC, NFPA, UFC, etc.) 

Ø  Review and comment on the contractor’s submittal register posted on the project websites before construction begins. Ensure all deliverables, inspections, tests, materials, and project documents are listed on the submittal register and have realistic submittal dates. As the project progresses, ensure the contractor updates the submittal register so it accurately reflects the current submittal schedule.

Ø  Prepare Field Engineer Daily Quality Assurance Reports & Weekly Activity Reports and post them to the contractor’s project websites for each visit day documenting project details, actions taken, items inspected, project status, issues, photo log, deficiency log, workforce breakdown, and security.

Ø  Prepare digital photo documentation to include photos of site(s) and building(s) under investigation, field activities and sample locations

Ø  Attend and support meetings such as QA & QC Coordination Meeting, Preparatory Meetings & Initial Phase of Inspection  and  teleconferences, as required by the COR, with the customer and/or AFCEE representative

Ø  Notify COR of critical issues that may affect the contract performance and/or human health and the environment. On critical issues, verbal notification should be made immediately, followed by written as soon as practical.

Ø  Document pre-final inspection findings in a pre-final inspection report and do the same for final inspection. Post on the contractor’s website.

Ø  Assist contractors in preparing DD Form 1354, Transfer and Acceptance of Military Real Property, for signature by the using agency or designated representative at project completion.
