Planning & Project Controls Managerial 

·      Develop / implement / manage Project Management Plan, Programme and Scheduling, Progress Measurement System (PMS), Communication Management System and Reporting System (progress and cost).

·      Assist in acquiring project team and monitor / guide / coordinate Planning Engineers, Project Control Engineers, Quantity Surveyors and Document Controllers. Participate in tender submission and evaluation.

·      Development of Work Breakdown Structure, Schedules (baseline schedule, recovery schedule, claim programme), Risk register, Logs for CVI, ERI etc. Periodically evaluate updates of schedule and cost data to enhance overall direction to the project team and ensures profitability (cash flow).

·      Develop / implement / manage Change Management System to track all changes initiated by the client / consultant / contractor to achieve traceability of changes. Evaluate each change for its merit and demerit report to client / management for appropriate action.

·      Develop and implement a system to ensure all documentation generated out of the change management is vetted and potential variations attributable to the client are identified and included in a standard variation register. Issue timely notification of potential variations / change order requests for time and cost. Evaluate variation estimates and proposals by coordinating and receiving input from all parties. Assist in submission of variation and claims to the client and negotiate as needed to achieve approval in a timely manner.

·      Preparation of overview and interface programme to providing recommendations to manage project risks and improve the financial performance of the project. Support project team for implementation and managing project execution plan, change management processes, procedures and systems to ensure proper execution of work schedule. Provide detailed analysis of project / portfolio performance.

·      Reviewing the Contractor's and Subcontractor’s Programme, Project control systems, procedures, organisation and personnel to ensure they meet contractual requirements.

Programme

·      Setting up most appropriate WBS and other coding structure for the project. Assist / develop project schedule and ensure project contractual compliance from conceptual level to detail master program using PRIMAVERA (Ver 6), (Ver-3) and MS Projects. Implement / evaluate earned value mechanism by loading resource, quantity and cost to enhance EV, SPI and CPI reports

·      Develop / evaluate engineering, construction and procurement schedules (long lead items). Develop / evaluate EOT schedule and recovery / mitigation schedule.  Incorporate approved VO in program. Assist / develop and reviewing variations or claims that has programme impact. Track, monitor and evaluate schedule updates to raise critical path delay to management and develop recovery plan to achieve project milestones.

Reporting

·      Prepare executive presentation on project status for CEO / BOD. Provide Dash Board reports (critical issues, EV, SPI, CPI, KPI’s etc.) to the Client / higher management / Project Management team to oversight overall program status. Identify deviations / inconsistencies and recommend corrective action as required

·      Develop / prepare monthly progress report (EV, SPI, CPI), Financial report capturing progress invoicing and expenditure to reflect profitability. Develop / evaluate daily, weekly and monthly report of contractors / Consultants on plan verses actual.

Cost Management

Elaborate / modify / develop cost coding structure as per client cost coding structure. Develop / evaluate project cost report. Accurately track CAPEX (Capital expenditure), budgeted, contracted, forecasted and incurred costs for the project. Evaluate project performance against the approved budget. Maintain and manage project cash flow system. Perform cost / benefit analysis and evaluate alternate strategies before commitments are made
