Project Controls Executive (October 18-March 19)

East West Railway is a new company set to deliver a major project to establish a railway link between Oxford, Milton Keynes, Bedford and Cambridge to improve the connections between East Anglia with Central, Southern and Central and Western England.

  • Develop the Western Section Programme for East West Rail whilst Working/analysing Network Rail Programme the project to create an Integrated Programme
  • Take the lead in the development and implementation of strategic plan for both Western & Central Section so both Programme are developed on the same Planning Principles & Practices,
  • Produce an internal process for the Period End Updates based on the expectations & requirements from Stakeholder/ Management Board Team to facilitate a cross-functional input into the Programme.
  • Create and implement an Integrated Master Schedule for the Management Team – bringing key milestones from the Central Section /Western Section / Corporate & Scheme-wide Programmes in one approved & Baseline Master Schedule

HIGHWAYS ENGLAND - National Road Telecommunication Services

Working with Highways England in managing and developing their telecommunication systems on England’s Strategic Road Network. NRTS is a network that supports connectivity of thousand roadsides devices (CCTV Cameras/emergency phones/control centres). WSP support the design of solutions for copper, fibre and wireless communications as well as advising on internet protocol system and reviewing passive contract equipment design.

WSP- Senior Planner,Major Project Services - February 2014 – September 2017 (Freelance)

RAILWAYS:

Tottenham Court Road – Crossrail (MEP & Urban Realm works) - Full time – current project

Manage & implement the design stage of the programme by providing advice and support on the development of the cost breakdown structure to the Commercial & Design Team. Reflecting changes of Contract from NEC 3 Option A to Option E. Provide detailed resources and cost loaded reports from Programme against work orders based on the Team Timesheets vs monthly progress (SPI/CPI/EV) while liaising with the Client regarding the progress on the programme on a monthly basis.

  • NEC3 Option A Contract then changed to Option E Contract, Client Laing O’Rourke/Crossrail
  • Assigned Resource & Cost to each Work Order under the New Contract Agreement
  • Produced various report analysis regarding resources vs cost for the Client /Analysed Critical Path, Resource levelling,
  • highlight any issues (Commercial/resources/key milestones/impact on Construction Programme) to Project Team

  • Development and implementation of project controls reporting to manage contractors on behalf of the client

Paddington – Crossrail (MEP Design)

Develop and implement the design programme for the MEP component of the works. NEC3 contract involved the development of Early Warnings and Compensation Events and establishing the cause and effect of these on the progress of the design works.

London Overground Capacity Improvement Scheme (LOCIP),North London Line - Willesden TMD (Budget circa £1.5m) –

As part of LOCIP to extend existing 4 car trains to 5 car trains across the entire network, a new stabling facility is to be created at the Willesden TMD (Train Maintenance Depot) and Satellite sidings to cater for the increased train lengths. WSP works as Sub-Contractor to Laing O’Rourke, responsible for all aspects relating to the completion of the MEP Design & Design Assurance development of track and ballast to the TMD and satellite sidings, completion of facilities for the operation and maintenance of the sidings including power provision from Grip 3 - Grip 5 in compliance with the Crossrail’s (CRL’s) design requirements and the Works Information.

  • Monitored progress of the work Baseline and produced the variance to the Project Team

Muscat & Salalah Airport:  MEP Design & Construction of the Cargo and MRO (Maintenance Repair & Operation) Facilities at Muscat International and Salalah Airports (Budget Circa £5m

My main duty was to produce baseline Programme as per the Contract. Collating progress from Engineers based from different part of the organisation and update programme prior to Team Meeting in Oman.

Hamad Internal Airport (HIA) – Passenger Terminal Complex Expansion

  • Developed a very complex Programme from Contract Award - Stage 1 (Programming) to Stage 7 (Construction Administration) as per Contract Specification. Produced RAG report (Traffic Light Report) with all Key Milestones.
  • Multidisciplinary programme based on various interface with Special Airport System (SAS) /MEP/Utilities/Acoustic/Fire Life Safety….) Monitored Progress with Multidisciplinary Leader & Update Programme
  • Interface with the Client Programme (F+P – Foster & Partner Ltd) for progress review
  • Produced a “Process” capturing the Client Designs requirements to the Consultant (WSP) for each Design Stage Submission for the Presentation to NDIA Management (Steering Committee Group) based on the Contractual Obligation.

LONDON UNDERGROUND

London Underground - Capital Programmes Directorate – Planning Engineer (Freelance)

 (From 2009-2014 on various projects as detailed below)

April 2013 – February 2014 Transferred from the Escalators Pan TfL Programme to the PMVT (Primary Means of Vertical Transportation) Team - Lifts Replacement & Refurbishment Pan TFL Programme after creating & setting up all the programme for the Escalators Pan TFL Programme (Escalators Replacement Transport for London Programme), 

Programme value about £38Million for 15 Lifts Replacement at 6 London Underground Stations 30 years Maintenance Agreement.

Re-create everything that I have done for the Escalators Pan TFL Programme for the PMVT (Lifts Replacement & Refurbishment) Pan TFL Programme.

Whilst working on the PMVT Programme I was also assigned on a 3 Year Escalators Refurbishment Programme (circa 25m). This project covers 9 stations with around 20 escalators to be refurbished.  The 1st Two stations (Vauxhall & Highbury Islington) have been delivered successfully and started working at Blackhorse Road & Kilburn Park with the Direct Labour Organisation Team.

September 2009 – April 2013

Worked on the Escalators PAN TfL Programme, joint Procurement Escalator Strategy with London Underground & Crossrail. 

Main Planner for the PAN TfL Programme, making sure that the 30 years developed programme (Whole Life Programme)/Cost Loaded to reflect the AAMP for the final Funding Paper Submission to the TfL Board Committee Panel.

Involved in the development of the Funding Paper (Project Authority Submission to get the required Fund for the entire work)

  • Worked very closely with the Project Sponsor making sure that all the requirements are as per the Funding Paper (Cost Profile as per the Agreed Yearly Expenditure)
  • Made sure that the proposed programme is as per the London Underground Project Governance (Project Management Framework - PMF) Standard and getting the Programme approved by the CPMO.
  • Issued Project Forecast from Primavera to be incorporated in the Funding Paper /Issued/highlight key Milestones (PMM & PAMs)
  • Developed a Cost Breakdown Structure for Timesheets Booking & WBS and coding structure.
  • Developed & Generate the New SAP Structure & number before making the Project live for all Timesheets booking
  • Liaised with SAP to make sure that all the Forecast/Budget allocation is as per the Funding Paper
  • Involved in Commercial workshops during bidding process
  • Developed a Calendar for the main Contractor as per the NEC3 contract so the Contractor is aware of their Contractual Obligations and LUL expectation for each Period.
  • Worked with Project Managers, Cost Managers and Project team to ensure project plan is accurately maintained and Cost loaded.
  • Worked closely with the Contractor making sure that they regular reports as per LUL requirements (and contractual obligations)/ Highlighted problem areas and issues and suggest remedial actions

Developed programme as per the project governance (Cost Loaded/Key milestones for MPD/Baseline) from the Stage 2 – Stage 6 (Project Close out)

Worked closely with the Principal Contractor since the Contract Award for the PAN TfL Programme, made sure that they meet all LUL requirements as per the NEC3 Contract prior to accepting their Programme.
