Q6 Senior Planning & Controls Consultant, Turner & Townsend Ltd, Baggage Upgrade & Asset Replacement of HBS3 Machines

October, 2017 As part of Heathrow’s Q6 programme of works all HBS3 Standard 2 machines have to be upgraded to meet new International Security requirements. These are being upgraded to HBS3 Standards, and due to space availability the Single Image 2 machine process has been adopted in T1. The works involve strip out of the IDL Terminal and replacing it with a completely new baggage hall and OOG functionality. In addition the existing T4 system that is in live operation requires sections to be removed/replaced in order to accommodate the new screening machines and additional throughput. Vast amounts of redesign, Enabling and M&E works are being undertaken, together with PLC system upgrades and improvements.
- Adopt existing project planning issues and improve programme Quality metrics by 30%
- Upgrade DI (Delivery Integrator) Planning skills and programme workability by 20%.
- Align / Focus & closed out Integration Planning Issues including Key Milestone Deliverable work for scope items.
- Increased costs saving by £1.2 million to project by reducing un-based contractual claims for delays.
- Provide monthly Programme Quality Audit reviews & feedback reports for Client
- Analyse Month End Programme & Compile Health Check reports CPI/SPI earned value.
- Identification scope gaps & developing these into the re-planned works schedule.
- Drove 20% increase of site visits to monitor progress & identify any potential project constraints.
- Regular stakeholder management presentations to discuss Key Milestones.
- De-Risk / De-Bottle neck constraints & Coordinate issues with respective teams.
- Review cost loaded schedule and manage cash flow forecasts, including ETC costs.
