Programme Involvement

The Sub-Surface Railway Upgrade Programme (SUP) is the largest, most complex modernisation of a live, operational railway ever undertaken by London Underground.

 

SUP will benefit almost 40% of the London Underground network, covering the Metropolitan, District, Hammersmith & City and Circle Lines.

 

It is a daunting but very exciting challenge. This is the biggest single investment programmed in TfL's portfolio, excluding Crossrail, and the capacity it will bring is vital to keep pace with London's growth as a successful world city.

 

Key Deliverables include:

§  191 new S Stock trains by 2018, with through flexible gangways, automatic train control and air-cooling.

§  A new signalling system with Automatic Train Control (ATC) and improved service management.

§  Enabling works for the above, including modernised train depots, longer station platforms, up rated power supplies, and improved track layouts.

 

 

Job Purpose

Lead the planning function within project team, providing guidance and direction to other planners, and ensuring quality and consistency of all planning and associated reporting.  To review and confirm that all involved parties are aware of their respective accountabilities and responsibilities and provide support and guidance to all the key stakeholders, as appropriate, in line with the production and management of the quality project delivery plans/schedule’s.

 

Key Accountabilities

§  Ensure the customer requirements, space planning, environmental impacts, stakeholder relationships, contractual requirements and planning consents are fully understood.

§  Accountable for assisting in obtaining stakeholder acceptance and approval and supporting Design and Specification issues.

§  Ensure effective mechanisms for communicating, implementing and monitoring changes to the business plans, assisting in assuring that LU’s interests in terms of those impacts are adequately reflected in legal and funding agreements and to support the sponsoring any LU works and activities.

§  Ensure that all the programming of Third Party projects are co-ordinated with the wider LU business plans, LU’s strategic plans including UIP projects and line upgrade programmes.

§  Manage the on-going development and management of project scope, including applying the appropriate customer and operational standards.

§  Manage the development and maintenance of a complete definition of LU’s operational and customer requirements for Third Party projects, assisting in making sure that station and facility designs are acceptable.

§  Define and manage analysis to support guidance for senior management on Third Party project issues and contribute to producing policy papers for boards.

§  Analyse outputs of relevant computer models to support the understanding of Third Party project operational impacts and mitigation strategies.

§  Ensure that corporate financial and progress status reporting is appropriate and timely.

§  Ensuring, through working with key stakeholders and other transport providers, that Third Party projects are successfully integrated in terms of current and future customer needs and preferences and usage across the public transport network.
