Garth has over 12 years of experience in municipal, commercial, industrial, and governmental energy projects.  Most of these have been infrastructure energy efficiency upgrades, along with construction of one cogeneration power plant from the ground up.  His background includes construction management, critical path method scheduling, and measurement & verification (M&V).  

At NORESCO, he is responsible for construction quality management (CQM), including quality control (QC), planning, procurement, safety, scheduling, quality inspections, commissioning (Cx), M&V, project closeout and acceptance. His tasks include supervising site construction work, documenting progress, conducting site safety audits, facilitating safety and environmental compliance, and coordinating with other projects to reduce conflicts.   As a Quality Control Manager (QCM), his duties include writing QC Plans, inspecting construction work versus plans and specifications, review and administration of technical submittals, liaising with engineers, QC consultants, Cx agents, verification engineers, Owner representatives, etc.

In a previous role as an M&V Specialist, he performed data collection-management-analysis, annual energy savings reporting, monthly and quarterly performance invoicing, and incentive applications.  In that role, he procured, directed and oversaw the work of lighting, electrical, and controls subcontractors as needed.  He also fulfilled operations and maintenance (O&M) duties, such as dispatching warranty service.

  • AEE (Association of Energy Engineers).
