David has over 30 years’ planning and programming experience and is an Associate Director in Driver’s London office.  David is an extremely experienced planning professional predominantly working in the construction industry but his extensive understanding of the discipline means that he can apply methods and techniques to virtually any situation.

His academic and professional qualifications reflect his dedication to the discipline and he has developed a number of techniques, in particular time impact analysis which resulted from his research in 'The simulation of construction project delays using network techniques’  (Bordoli D. W. & Baldwin A. N.  A Methodology for Assessing Construction Project Delays.  Construction Management & Economics, Volume 16, Number 3, pp. 327-337(11), (1 May 1998)).

Since joining Driver Consult David has worked almost exclusively in the planning, programming and delay analysis arena; both on live work (tender and contract programmes, monitoring and progress monitoring and forecasting) but in particular in giving contractual advice and preparing time delay claims, reports for adjudication, arbitration and litigation and appointments as an expert witness.

  • Unparalleled working experience of tender and project planning;
  • Analysis of delays to construction and engineering projects, using network based analysis techniques and those most appropriate to the conditions of contract and information and records in available;
  • Preparation and defence of extension of time claims, using both retrospective and prospective methods;
  • Analysis of acceleration, disruption and time optimisation of programmes;
  • Preparation of written reports for tribunals;
  • Due diligence analysis of construction programmes and acceleration programmes;
  • Fully conversant with IT applications and in particular is a regular user of Microsoft Project, Primavera and Powerproject.

David holds a BSc Degree in Construction Engineering from Sheffield City Polytechnic (now Sheffield Hallam University) and an MSc Degree with Distinction in Construction Project Management from Loughborough University, is a Fellow of the Chartered Institute of Building, a Member of the Association for Project Management, an Associate of the Chartered Institute of Arbitrators and a Member of the Society of Construction Law.  David regularly speaks at seminars and lectures on planning and programming topics, he has had a number of articles published and has international experience in China and South Africa.
