March, 2012 I am head of a local group of Quantity Surveyors and document controllers forming the Contracts & Procurement Department of the South Luzon Expressway Project, a flagship project of the Republic of the Philippines as it is the major gateway to the Calabarzon industrial zone which is the primary center of commerce in the country. I directly report to our Malaysian principals, i.e., Project Director, Contracts Manager and (on occasion) to the President. I am in charge of the whole process of Contracting, Subcontracting, Procurement and Contract Administration from Pre-Tendering Phase to Post-Construction Phase. Among my major responsibilities are qualification of contractors, suppliers & miscellaneous service providers; bid/tender & award; contracts administration; variations; issues, claims & dispute resolution; processing of billings/payments; communications & documentation; project close-out; and other Quantity Surveying/Contract Administration (QS/CA) functions.
