After you reconfigure the option I presented, you create a new baseline in Maintain baseline function, and then assign the new baseline to Project BL and Primary BL.

About Question 2: There are two steps to import a baseline. First step, maintain BL and second one is Assign BL as Project BL and also Primary user BL.
question 2 : maybe you can try on changing this option. Goto Admin -> Preference -> Earned value -> in Earned value calculation , change value to "Budgeted value with current date"
Now create the baseline again and see whether the baseline date change.

question 1 : There is BL Project start value in Date group. Usually it is identical to BL Project early start.
